For Setting up of industries in the Union Territory of Pondicherry, the entrepreneur/promoter has to obtain permission/clearances/license from the various departments and Commune Panchayats/Municipalities.

The promoter desirous of setting up of an industry has to first the Common Application Form at the Industrial Guidance Bureau in District Industries Centre, for obtaining clearances from departments and to Commune Panchayat/Municipality permission.

The common application thus received from the promoter, after scrutiny, are forwarded by the IGB along with enclosures to the Departments and concerned Commune Panchayat/ Municipalities concerned. The Departments process the cases and issue clearances, after calling for further details from the promoter if necessary.

The IGB functions like a facilitator between the promoters and the Departments concerned in the issue of clearances/permission/license to set up industries in this Union Territory. Under IGB a High Level Empowered Committee (HLEC) has been constituted to issue inprinciple clearance to the Red, Orange category industries alongwith the Medium & Large units under Green category .
